Background for Other Grants

Other grants are all other grants and scholarships, but Pell grants (such as TEACH grants). Eligibility for a grant or scholarship is determined by your institution or the fund source.

Origination for COD Grants

After you export originations, Anthology Student sets the origination status to Batched to Send. When an origination status is batched, you are not allowed to modify any origination information. The award is considered to be originated if the origination status is Accepted (A), Batched to Send (B), or Error/Rejected (E).

After the grant origination records are sent to COD, if changes are made to the data that affect the origination, Anthology Student captures the changes and prepares records to be exported to COD.

When you add a COD grant or loan, the default status is Not Ready to Send or Not Ready to Send (No ISIR).

The conditions under which the origination status can be set to Ready to Send depends on the policies at your institution. If your institution has configured Anthology Student to: 

  • Require a verified ISIR, you cannot add an award or specify an origination status of Ready to Send until the ISIR is received (ISIR Received Date has been populated by Anthology Student.)

  • Automatically update the origination status to Ready to Send if there is a change in the origination amount, the change is automatically sent to COD

  • Originate or certify estimated awards and automatically update the origination status to Ready to Send, the origination status is changed to Ready to Send for awards that do not have a status of canceled when an ISIR is imported or during the ISIR matching process

Anthology Student updates the status of disbursements to Ready to Send to COD when disbursements are approved to pay or paid. In addition, if refunds are made, Anthology Student marks the refund records as ready to be sent as well.

If your institution has not configured Anthology Student to allow origination for an estimated award, the origination status cannot be Ready to Send until the award has a status of Approved.

The status Not Ready to Send (No ISIR) may indicate that the ISIR record is not properly linked to the student record. In this case, the ISIR Matching process can be used to resolve the issue.

TEACH Grants

The College Cost Reduction and Access Act of 2007 created the Teacher Education Assistance for College and Education (TEACH) Grant program. This program took effect on July 1st, 2008.

TEACH Grants are offered to students who intend to teach in a public or private elementary or secondary school that serves students from low-income families. To receive a TEACH grant, a student must be: 

  • A US citizen or eligible non-citizen

  • Eligible for a Pell grant

The maximum allowable allocation per year is $4,000. Eligible: 

  • Undergraduate and post-baccalaureate students may receive up to an aggregate limit of $16,000

  • Graduate students may receive up to a graduate aggregate limit of $8,000

TEACH grants are COD grants.

TEACH grants are validated to ensure that if the earliest disbursement occurred after March 1, 2013, the maximum amount packaged is reduced as required in the sequestration legislation. Any institution that has disbursed TEACH funds to students with the earliest disbursement after March 1, 2013, using the per-sequester maximum award amounts must recalculate the TEACH Grant award amounts for upcoming payment periods based on the latest announced parameters.

Iraq and Afghanistan Service Grants

Beginning in the 2010-2011 award year, students who were not eligible for Pell grants who were dependents of a veteran who died as a result of service in Iraq or Afghanistan after September 11, 2001, may be eligible for the new Iraq and Afghanistan Service Grant (IASG). Students who are eligible for this grant must meet the following conditions.

  • The Dependent of Deceased Veteran check box must be selected for the student when the academic years are added on the Academic Years tab. (Select the Students tile > select the name in the Students list > expand Financial Aid > select the Awarding tile > Academic Years tab.)

  • The award amount must not be greater than the Pell award maximum for the award year.

  • The student is not eligible for a Pell grant due to the Estimated Family Contribution (EFC)/Student Aid index (SAI).

  • The award year is 2010-11 or greater.

You must use the COD website to manage IASG grants, including additional eligibility for year-round Pell grants. For IASG grants, manually enter the same amounts validated on the COD website. When you add an IASG grant, Anthology Student uses the Pell charts to calculate the amount, but the maximum is not validated.

The Return to Title IV worksheets reflect the current versions of the Department of Education which include the IASG grant. The Department of Education posted revised Return of Title IV Aid (R2T4) Worksheets which must be used for any student whose withdrawal date is on or after July 1, 2010. The R2T4 calculation for students who withdraw after July 1, 2010, was modified to ensure that the calculation is performed correctly and to ensure that institutions are compliant with the current regulation.

If a refund calculation has been created for a student who has a withdrawal date on or after July 1, 2010, before the installation of this enhancement, the forms are refreshed, but the calculated values are not updated. The number of students that have the IASG grant on file is expected to be small, but a script has been created that can be provided to the users upon request so that the users can recalculate the students if needed.

Sequestration Changes

On March 1, 2013, President Obama signed an order to implement sequestration that included budget cuts affecting Federal Student Aid (FSA) program funds for these programs.

  • Direct loan
  • Campus-based
  • TEACH
  • Iraq and Afghanistan Service Grant (IASG) 

They are subject to these cuts through a reduction in the total award or an increase in fees associated with the program. By law, the Federal Pell Grant Program is exempt from the effects of the sequester for the 2013-2014 award year.
